Message	accident report does not mean that the previous owners front bumper could not have been broken and they wanted to replace it to sell the car. So either he didnt know any better and put an NA bumper on it or they did know better and banked on the new owner not knowing any better. As Bo said, either replace the bumper or at least for now cut some decent sized holes in each side where the gills would normally be. The intercoolers need that air.
